Boosts are assessed per story (not per author) because we want to create a world where unknown and new writers stand as much of a chance of being seen as well-established writers. Longtime writers can barf out low quality stories (I know I have!), and brand new authors can write something beautiful. Every story is different.

(Plus, if we allowed a "one boost and you're in!" protocol, it would be heavily abused.)
