I think working with existing nominators is your best bet ... although ultimately, I think it's in the writers' bests interests to work directly with those nominating editors. It's a little odd to me to have secondary editors involved in the process (what's the motivation?), but how you spend your time is up to you!
It's true that the topics of memoir, life lessons, etc. are already heavily represented in the program -- but the existing nominators in these genres know what what works for Boosting, and if they have the nominations to spare, it's a fine opportunity for everyone.
