Yes. Nominators can submit any story for Boost consideration, as long as it's related to their areas of expertise. A significant portion of nominations are "self published" ie not in a publication.

That said, one of the goals of this program is to support editors looking to grow their publications on Medium, so encouraging pub owners to focus on their publications is very much an intentional part of the strategy.
